wrong tails.persistence path in whisperback's debugging info

In config/chroot_local-includes/etc/whisperback/debugging-info.json, the path to tails.persistence is set to /var/lib/gdm3/tails.persistence, but the file is stored in /var/lib/live/config/tails.persistence.
