noproxy build option is broken

Without any proxy, config/chroot_local-hooks/10-tbb fails to download Tor Browser tarballs: resolv.conf says “nameserver 127.0.0.1”, so name resolution fails.

It might have worked before d09c3f1877f635083c17e20723d70061197c6a4c.
