"Persistent browser bookmarks" test fails with Tor Browser 9

Happened on every run so far. I see “The proxy server is refusing connections” and indeed, the onion icon in the top bar is crossed. Might be a test suite bug but I’ve not seen it before so this sounds related to Tor Browser 9.
