Obsolete CompressionLevel in ssh_config

Seen while debugging the test suite (#16319 (closed)), I’ve noticed a warning getting printed when calling ssh, complaining about the unknown (now deprecated) CompressionLevel setting in /etc/ssh/ssh_config.

Suggestion: delete this line from config/chroot_local-includes/etc/ssh/ssh_config:

CompressionLevel 9
