Weblate's git repo contains manual modifications which are not translations

weblate@translate:~/repositories/vcs/tails/index$ git diff tails/master —
shows that ikiwiki.setup has been locally modified and .gitlab.ci has been added.

We need to make sure that Weblate’s git repository does contain such manual modifications otherwise we are not able to push to tails/master automatedly.

Let’s reset this when the machine goes into production.
