Iteration 3: Clarify which version of the partition formatting dialog of Disks we should redesign

The partition formatting dialog of Disks has been rewritten in the version in Debian Stretch. We should have patches for the new version for our work to be in the next version of GNOME but depending on our release strategy for Tails (#15037 (closed)) we might have to redesign the old version of this screen as well.
