Drop the old Greeter support infrastructure once we don't ship it anymore

merge feature/stretch into master in greeter.git, adjust release process & hacking doc accordingly
drop the old Transifex project

I’d rather not do such disruptive/confusing changes so close to the 3.0 release, so delaying until next cycle.
