Document workarounds for NVIDIA Maxwell series graphics cards

Keywords: NV110 family, Maxwell, NV124 (GM204) chipset. See the parent ticket if you need details. Symptoms: the Greeter doesn’t start (Tails 3.0~beta3), or graphics operation are so slow it’s unusable (some Tails 2.x). As said on #11831-note_81 I don’t see what we can do about it, so please add this to the Known Issues page, so that people get a chance to learn about this before they buy a fancy new laptop.
