Frontdesk: Document who to assign tickets to internally

Sometimes frontdesk gets bug reports which could be assigned to other Tails contributors but frontdesk does not necessarily know who to assign this to. This should be documented somewhere (see mentors list on #10179 (closed))

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
