Investigate why Tor sometimes is slow at or even fails bootstrapping

I.e. why do we need something like #9516 (closed) (which clearly isn’t a proper solution)? This is currently a huge issue for test suite robustness and, I imagine, frustrating for Tails users.

The expected outcome of this ticket is to report an excellent bug to the Tor developers.
