Make persistence-setup's .desktop-files translatable in Transifex

Currently one cannot translate persistence-setup’s desktop files through Transifex:

- share/applications/tails-persistence-setup.desktop
- share/applications/tails-persistence-delete.desktop

The best option to make them translatable should be investigated. This may not be easy, as it is a Perl application. Probably intltool needs to be integrated with Dist::Zilla somehow.
