Deploy rake libvirt volumes clean up task on all Jenkins build jobs

Once the bugfix/12599-rake-task-removing-tails-builder-volumes branch is merged in testing, we have to wait 3.0 to be released so that branches based on stable also benefits from it in Jenkins. We’ll be able to remove the || true condition in the builder macros in the jjb repo.
