The entry ('\gls{quickaction}') is not present in all books, and there's no natural way to include it. However, it holds the rule that: - In combat, you can have Negative AP, and - negative AP becomes a Penalty. It's a central feature of the combat, so it should be included. But the glossary reference fits nowhere naturally, and it's really just a different phrasing of a Resisted Action (already covered elsewhere). With the glossary entry removed, the rules now goes in \gls{round} (but it might fit better elsewhere?).
